CIP, Ignitis to Build Both of Estonia’s Offshore Wind Farms, Plan to Combine Sites Into Single Project

The tender process for Liivi 1 occurred from January 11 to January 17, 2024. Following the acquisition of the second site, CIP and Ignitis Erenewables emphasized that Liivi 1 seamlessly complements the sea area, fostering increased synergy and optimization for the development of both sites as a unified offshore wind project.

Situated in the Gulf of Riga, northwest of Ruhnu Island, Liivi 1 and Liivi 2 collectively cover an expansive area of about 193 square kilometers. The joint development of the project on these two sites is anticipated to commence operations post-2030, with a likely timeframe around 2035, contingent upon securing pertinent permits, engaging suppliers, and finalizing financing arrangements.

While the theoretical combined capacity of both sites is estimated at 2.3 GW, the actual capacity of the offshore wind park is projected to be in the range of 1–1.5 GW. Ignitis Group, the parent company of Ignitis Renewables, communicated this information in a press release on January 17, considering factors such as environmental impact assessments, site optimization, and various other considerations.

In August 2023, CIP and Ignitis forged a partnership to collaborate on offshore wind opportunities in Estonia and Latvia. The companies emphasized the substantial offshore wind potential in the Baltic states, estimating a noteworthy total capacity of 15.4 GW across Lithuania, Estonia, and Latvia.
